On 6 October 2008, the European Commission launched the Green Paper on Territorial Cohesion, on the occasion of the opening session of OPEN DAYS 2008– the European Week of Regions and Cities. At the same time, a process of public consultation at the level of EU Member States was launched in relation to the territorial cohesion concept and its added value as the third dimension of the EU cohesion policy.

In Romania, a national consultation regarding the Green Paper on Territorial Cohesion was launched on 28 October 2008, on the occasion of the international conference "Territorial Cohesion and Competitiveness for the South-Eastern and Eastern Areas of Europe”, organized in Bucharest by the Ministry of Development, Public Works and Housing.

The public authorities at central, regional and local level, the representatives of the academic and research environment, NGOs, the business environment and citizens are invited, by public consultation, to express their opinions on the content of the Green Paper, with a view to bringing clarifications to the field and facilitating the definition of the “territorial cohesion” concept.
